Summary:The institutional division of the Spanish territory in Autonomous Communities, with a more or less broad competence depending on their status, is being challenged today. This controversy is not related to the relevant perimeters as much as the distribution of competence between various administrative levels. These tensions are very noticeable around spatial planning issues, especially for large transportation infrastructures, for which the decision making process involves numerous stakeholders. The emergence of new stakeholders in this process therefore reaffirms the need to rethink the organization of levels in governance.
