| Summary: | The article deals with problem of librarianship in 1930-th. Political changes influenced library construction. In this period the centralization of libraries' management, which had been started in the 1920-s, was completed due to the efforts of the authorities. Analysis of Stavropol experience showed that at local levels libraries remained neglected by the authorities, which caused deficiencies in logistics and staff. The regional authorities took into account multi-ethnic composition of the population in their cultural policy; therefore, they prepared national staff for libraries. |
