description The tourism and recreation industry is one of the most promising and dynamic sectors of the economy and a key driver of socio-economic development. Over the past 10-15 years, the tourism and recreation industry has been developing rapidly around the world. In many countries, this sector plays a key role in the economy, accounting for about 50% of budget revenues, that is, it is one of the main sources of income for these countries. According to the UN World Tourism Organization, this industry accounts for 10% of global GDP and provides approximately 11% of jobs. Scientists predict a steady increase in the importance of tourism and recreation for the global economy in the coming years. In the current conditions of Russia's war against Ukraine, tourism and recreation of Ukraine have been among the most affected, and accordingly, this industry has experienced serious instability and suffered heavy losses. For the scientific understanding and assessment of objective damages in the field of tourism and recreation of Ukraine, it is necessary to improve theoretical and methodological approaches, as well as to develop new, more effective economic and legal mechanisms for regulating, stimulating and promoting the development of tourism and recreation in all regions of Ukraine. This approach requires taking into account regional characteristics and ensuring the sustainable development of this sector. It is substantiated that among the key problems of the sustainable development of tourism and recreation in Ukraine is the full-scale war of Russia against Ukraine, which has led to human casualties, serious damage and significant destruction of the natural environment, objects of cultural and historical heritage, as well as enterprises that are strategically important for the country's economy and security.Attention is drawn to the main theoretical-methodological and economic-legal problems related to the implementation of the concept of sustainable development of tourism and recreation, which require effective and rational use of natural resources, their protection and reproduction at all levels - national, regional and local. It is noted that tourism and recreation in Ukraine is an industry with great potential and prospects, but at the same time it is a complex and dynamic system that covers various regional, ecological, economic, organizational and other aspects.It is emphasized that Ukraine, due to its unique natural resources, rich historical heritage and socio-cultural values, has great potential in the field of tourism and recreation, which creates opportunities for its development throughout the year.It is found that in order to achieve effective results regarding the organization, functioning and development of tourism and recreation, a number of regulatory legal acts were adopted in Ukraine. It is emphasized that the main problems that are currently hindering the implementation of the concept of sustainable development of tourism and recreation in Ukraine today are, first of all, the fact that hundreds of hectares of the territory of Ukraine are mined, the territories are contaminated with ammunition, large areas of the forest fund have been destroyed, the infrastructure has been destroyed, etc.It is noted that the Methodology for determining damage and losses, approved by the Ministry of Environmental Protection and Natural Resources of Ukraine, takes into account only a part of economic losses, while other significant losses that directly relate to the tourism and recreation industry (loss of life and health of the population of Ukraine, separation Ukrainian families, destroyed living conditions of Ukrainian citizens, damaged or destroyed residential buildings, moral, aesthetic and many other damages) are not taken into account.It is substantiated that for an objective assessment of damage and the amount of damage, it is also necessary to take into account environmental damage and destroyed natural resources, including mined and polluted hundreds of hectares of the territory of Ukraine, etc. It is noted that the proposed Methodology should take into account all damages caused to citizens of Ukraine, and the Russian Federation should compensate for the damages in full and be held accountable for all crimes it has committed, both in tourism and recreation, and in other sectors of the economy on the territory of Ukraine.For the successful implementation of theoretical provisions, methodological and economic-legal approaches to the implementation of the concept of sustainable development of tourism and recreation in Ukraine, it is proposed to take into account regional socio-ecological and economic features. Attention is drawn to the variety of regional conditions affecting the organization and development of tourism and recreation in Ukraine. It is noted that the obtained results of the scientific research make it possible to understand the need to improve theoretical and methodological principles and economic and legal approaches to the implementation of sustainable development of tourism and recreation in Ukraine, which would take into account national and regional socio-ecological and economic features, protection, use and reproduction of natural resources, as well as the state of public safety.
