Summary: | In France, forest owners have the legal obligation to establish a forest management plan, certified by the State. This document provides owners with a “sustainable management presumption”. Thus, owners have the right to proceed with any interventions regarding forestry exploitation or maintenance following some good practice advises. Through this article, we will go back to the origins and transformation of this planning tool. We will show that this tool is deeply rooted in property ideology. This situation structures or even limits the attempts of environmental actors for instance, to change the qualification of a forest resource and change how this resource is actually managed on a daily basis. |
