The system of horizontal fiscal equalization in the context of ensuring the implementation of the principles of unity and fairness of the budget system of Ukraine by N. Yaroshevych, I. Kondrat

    Published 2024-06-01
“…The comparison of the scheduled data for 2023 and the estimated data has shown that the amount of the estimated reverse grant is significantly higher than the scheduled amount of the grant for certain municipality, in particular for Kharkiv UTC (2.1 times) and Zaporizhzhia UTC (2.5 times), which suggests that the Ministry of Finance did not comply with the approved calculation methodology when planning interbudgetary transfers for 2023. The reasons for significant differences in the annual growth rates of PIT revenues (from 14.8% to 45%) to the budgets of different municipalities require additional research, as this makes the tax potential of a municipalities disproportionate to its grant need or grant potential. …”

Ukrainian-Russian Relationship in 1917-1918: History Lessons by I. A. Lohvynenko, Ye. S. Lohvynenko

    Published 2020-06-01
“…It has been concluded that the history of Ukrainian statehood in 1917-1918 is instructive in many aspects, since it shows that one of the main reasons for the defeat of the Ukrainian Central Rada, which ultimately failed to defend the Ukrainian People’s Republic, was the lack of necessary consolidation of national political forces in solving urgent state affairs (creation and development of own army, timely solution of social, economic problems, efficiency of work of legislative and executive agencies, etc.). …”

Multi-criteria decision-making method for emergency shelter site selection considering flood risk: A case study of Zhuhai, China by Bo Liu, Yingbing Li, Yan Zhang, Zhichao Wu, Yansong Pan, Meiquan Li

    Published 2025-02-01
“…To address these two issues, this study innovatively proposes a new multi-criteria decision-making model for selecting urban emergency shelter sites. (1) For the first time, the model systematically classifies the factors affecting the location of emergency shelter sites into four categories: hazard, exposure, vulnerability, and relief capacity, from which 11 decision-making indicators, such as flood risk, precipitation, and slope, are selected; (2) The model integrates multiple algorithms, including analytic hierarchy process, entropy weight method, Pearson's correlation coefficient, and TOPSIS, during the decision-making process, and is capable of comprehensively weighing the expert's subjective preferences, objective indicator levels and the relationship between multiple indicators to achieve a more reasonable ranking. The model was applied and evaluated in the city of Zhuhai as an example, and the results showed that more than 90% of the existing emergency shelters and natural disaster shelters in this study were located near the selected sites. …”
