The FDA systematically overestimates <span class="inline-formula">NO_<i>x</i></span> emissions by 15 %–60 % when using tropospheric <span class="inline-formula">NO₂</span> columns as the driving observation, while using PBL <span class="inline-formula">NO₂</span> columns largely overcomes this systematic error. …”
