“…تناول هذا البحث دور الوساطة الدولية القطرية في إنهاء النزاع الأفغاني الأمريكي، انطلاقًا من أهمية الأمن والسلام كقيمة إسلامية وإنسانية عالمية عكرت صفوها كثرة النزاعات، والصراعات الدولية، وكان النزاع القائم بين حركة طالبان والولايات المتحدة الأمريكية من أخطر النزاعات الدولية، وأكثرها ضررًا على طرفي النزاع، وعلى المصالح الاستراتيجية الإقليمية والدولية، وعلى الأمن والسلام العالمي، حتى تمكنت الوساطة القطرية من إنهاء ذلك النزاع، واعتمد البحث المنهج الاستقرائي لتحقيق الأهداف الآتية: معرفة ماهية الوساطة الدولية القطرية، والنزاع الأفغاني الأمريكي، وبيان دور ونتائج الوساطة القطرية في إنهاء النزاع الأفغاني الأمريكي، وتحديد النتائج المترتبة على إنهاء النزاع بين الولايات المتحدة الأمريكية وأفغانستان، وتوصل البحث إلى نتائج منها: هناك عوامل كثيرة كانت سببًا في نجاح الوساطة القطرية في الحالة الأفغانية، ومنها: رغبة الرئيس الأمريكي دونالد ترامب في إنهاء الملف الأفغاني، لتحقيق مكاسب سياسية، وتقليل التكاليف الاقتصادية، وكذلك رغبة حركة طالبان بإنهاء حالة الحرب المستمرة، وذكاء وحكمة الدوحة في التعامل مع الحالة الأفغانية، حيث عملت الدوحة على تأسيس مكتب سياسي للحركة في قطر، وأخذت موافقة دولية لأخذ شرعية لتلك الاتصالات، ورعاية المفاوضات بين الطرفين من عام 2012م حتى تم توقيع اتفاق الدوحة للسلام 29 فبراير 2020م، في حضور عدد كبير من ممثلين الدول الكبرى، ويوصي الباحث بضرورة دعم الحكومة الأفغانية (حركة طالبان) في تحقيق الرشد السياسي، من خلال مشاركة كافة مكونات الشعب الأفغاني، والعمل على إعداد الخطط التنموية برعاية أممية، والاستفادة من المساعدات الدولية لبناء الدولة اقتصاديًا.…”
