“…Iako krivično pravo kao sistem pravnih normi mora stalno da se prilagođava uslovima savremenog kriminaliteta, u okvirima brzog i dinamičnog razvoja društva i društvenih odnosa, što se manifestuje kroz intervencije zakonodavca, kao dela političke vlasti, ono mora biti čvrst i relativno konzervativan sistem propisa, jer se na osnovu njegove koherentnosti i stabilnosti može procenjivati karakter demokratičnosti društva, načelno posmatrano. Iako je Republika Srbija usvajanjem Krivičnog zakonika 2006. godine dobila moderan, kodifikovan, sistemski zakon iz oblasti materijalnog krivičnog prava, on je višekratno, čak sedam puta, menjan i dopunjavan, te se u radu analiziraju pitanja opravdanosti i nužnosti ovih kontinuiranih intervencionističkih zahvata, njihovog karaktera, kao i pitanja određivanja njihove dominantne prirode kao pravne ili političke. …”
