The impact of public hearings on decision making on the merger of municipalities in the Moscow region by E. P. Shitova

    Published 2018-12-01
“…According to the results of the study, an assessment has made of public hearings as a form of democratic participation of citizens in the implementation of local self-government on the basis of its practical implementation in the Moscow region, and situations have identified in which the opinion of the population is able to correct the intended outcome of the changes. In particular, a conclusion has made about a fairly high percentage of citizens’ attendance at hearings, the absence in most cases of a unanimous opinion about the association of municipalities among citizens, and, on the contrary, a uniquely positive assessment of changes by the municipal government. …”

Propensity Score Matching: should we use it in designing observational studies? by Fei Wan

    Published 2025-01-01
“…As PSM approaches exact matching by progressively pruning matched sets in order of decreasing propensity score distance, it can paradoxically lead to greater covariate imbalance, heightened model dependence, and increased bias, contrary to its intended purpose. Methods We used analytic formula, simulation, and literature to demonstrate that this paradox stems from the misuse of metrics for assessing chance imbalance and bias. …”

HESS Management for Virtual Inertia, Frequency, and Voltage Support Through Off-Board EV Bidirectional Chargers by Jhonatan D. Paucara, Jose Carlos U. Pena, Damian Sal y Rosas

    Published 2024-01-01
“…This article proposes a novel control strategy to manage a hybrid energy storage system (HESS) composed of dc-link capacitors and battery, through an isolated two-stage ac–dc converter (composed of a dual active bridge resonant type dc–dc converter cascaded to a voltage source inverter), intended for off-board EVBCs. The HESS management allows decoupling of the active power dynamic response since dc-link capacitors supply the fast dynamic response for VI support whereas the battery supplies the slower dynamic response for long-term frequency support, respectively. …”
