“…Dialectical method allows to penetrate into the essence of public administration. Among the methods used are comparative, formal-legal, normative, logical, systemic, structural and functional.The adopted amendments and changes in the regulatory framework did not solve all the problems and did not give private investors’ confidence in the implementation of public-private partnership projects, since its regulatory support does not allow to eliminate the historically formed problems.The key problems and limitations of the development of public-private partnership are revealed in the arcticle: the lack of a national strategy for the development of public-private partnership; insufficient level of development of regulatory and legal regulation; the question remains the solution of corruption component; the lack of an integrated system of public administration of public-private partnership; the lack of unification and consistency of Federal, regional and municipal legislation; the problems of privatization and redistribution of property.…”
