Le Parlement écossais et la démocratie participative
Published 2009-07-01“…The Scottish Parliament and participative democracyThe Scottish Parliament set up in 1999 was designed to embody a new model of governance. Indeed the Constitutional Steering Group on the Scottish Parliament set up in November 1997 by the then Secretary of State for Scotland and whose remit was to prepare draft standing orders for the new institution, recommended in its report published in December 1998 that a “participative approach to the development, consideration and scrutiny, of policy and legislation” be adopted by the Scottish Parliament. As the people of Scotland are about to celebrate the tenth anniversary of their new devolved institution, can it be said that the ‘people’s parliament’ has lived up to its name?…”

Multi-satellite cooperative beam hopping resource allocation based on interference perception
Published 2023-08-01“…Beam hopping (BH) technology is one of effective ways to solve limitation of beam resources and enhance the system coverage ability of low earth orbit (LEO) satellite systems.Existing research typically considers beam hopping resource allocation for a single LEO satellite, however, the actual LEO system is covered by multiple satellites in multiple orbits, and existing research ignores beam interference between satellites, which can easily lead to a decrease in system throughput and service quality. To address these issues, this paper designs an interference aware cooperative resource allocation for LEO with beam hopping (IARA-BH), aiming to maximize the beam service satisfaction (BSS).A BH resource allocation scheme by multi satellite interference coordination based on simulated annealing algorithm (MSIC-SAA) is proposed to solve the optimization problem.Simulation experiments show that compared to beam hopping resource allocation schemes that only consider a single satellite, the BSS of the MSIC-SAA algorithm has been improved by 47.24%, the average signal to interference noise ratio (SINR) has been improved by 27.40%, and the system throughput has been improved by 22.92%.…”

Power Allocation Technology of Long Time Multi-Star Hopping Beam for LEO Satellite
Published 2023-12-01“…LEO satellites have superior development prospects due to their low cost, low latency and small path loss, and are widely used in IoT, B5G and other fields. For the LEO satellite and its coverage area will be in a moving state, a convex optimization-based long-time multi-star beam hopping power allocation algorithm was proposed to maximize the system capacity.Focused on the multi-star hopping beam scenario over a period of time, a system model was developed based on the long-time co-orbital multi-star hopping beam scenario and the long-time heterodyne multi-star hopping beam scenario respectively. The resource allocation algorithm was designed for the two long-time multi-star hopping beams with the weighted objective function as the optimization objective, considered the influence factors of inter-star interference, load balancing and inter-star resource allocation priority, a long-time skipping beam resource allocation algorithm based on convex optimization was proposed. The simulation results showed that the proposed scheme could improve the resource utilization of the system compared with the conventional schemes.…”

Study for Urban Dike-pond System on Non-point Pollution Control in Hydro-fluctuation Belt of the Hanfeng Lake
Published 2020-01-01“…Based on the wetland system of urban landscape dike-pond,and enhanced biological treatment of dike-pond by planting a variety of aquatic plants, this paper discusses the ability of multi-pond wetland system to reduce nitrogen, phosphorus,COD and other pollutants in urban surface runoff, and analyzes the concentration change of nitrogen, phosphorus,COD and other pollutants in urban surface along the lake. The results show that:Before and after rain, the multi-pond system has a better treatment effect on urban surface runoff;the larger the area and the higher the vegetation coverage, the better the treatment effect on surface runoff sewage. Both before and after the rain, artificially designed dike-ponds have higher pollutant removal efficiency than the natural dike-ponds.In overall, the wetland systems of urban landscape dike-pond have better treatment effect on surface runoff, the removal efficiency after rain is higher than that before rain, and TN,TP,NH+4-N,COD reduces along the lake.…”

Non-orthogonal multiple access wireless energy harvesting cooperative system
Published 2021-04-01“…Non-orthogonal multiple access (NOMA) has recently attracted wide attention as a promising multiple access technology adopted in 5G cellular networks. In order to improve the spectrum efficiency, coverage and anti-noise performance of NOMA technology, while reduce the energy consumption of the system, a simultaneous wireless information and power transfer (SWIPT) cooperative network uplink NOMA transmission system based on orthogonal index modulation multiple access (IMMA) technology was designed, hereafter was denoted as QIMMA-SWIPT.Specifically, the QIMMA system was formed by multiple remote users, and it improved the spectrum efficiency and anti-noise performance as well as expanded the communication coverage and reduced the energy consumption of the system by decoding and forwarding relay cooperative transmission with SWIPT technology. The theoretical upper bound of the average bit error rate of QIMMA-SWIPT was derived.Simulation and analysis demonstrate that, under the same spectrum efficiency, the bit error rate performance of the cooperative QIMMA-SWIPT system is better than that of the cooperative IMMA-SWIPT and SCMA-SWIPT systems. In addition, the effects of power cut factor and source-to-relay distance on bit error performance were also deeply analyzed.…”

PREPARATION AND TENSILE PROPERTY OF 3D POROUS LATTICE STRUCTURE FOR SKIN TISSUE ENGINEERING SCAFFOLDS
Published 2024-08-01“…Digital light process(DLP)forming method has the high forming speed and accuracy characteristics, and can be better used for the preparation of tiny size structures. Therefore,in this study,a new 3D porous lattice structure obtained by artificial topology⁃optimized square lattice as a single cell and spatial 3D equally spaced array of the single cell was designed. Then a flexible and elastic photosensitive resin by using DLP forming method for preparation experiments was carried out.The influence of DLP printing on the formation of the lattice structure and the forming effect were investigated. The tensile mechanical properties of all samples of complete structure without siltation were studied. The results show that the new porous structure prepared by DLP printing has clear internal pores and good connectivity in which the porosity reached more than 80%,and the elongation at break is also above 856%,among which the tensile toughness of lattice structure 3 is the largest and its comprehensive tensile properties are the best. The structure can be widely used in skin tissue engineering scaffolds, flexible electrodes, fragile product clamping fixtures, etc.…”

Novel virtual satellite formation scheme for deterministic transmission
Published 2023-10-01“…Although satellite formation flying could effectively support deterministic transmission due to its stable formation, but its formation control required significant real-time computational overhead and did not support flexible deployment for multi-missions.Thus, based on the extensively deployed low-earth orbit (LEO) constellations, a virtual satellite formation scheme was proposed, which achieved deterministic transmission of time-sensitive mission by selecting appropriate satellites to form a formation.Firstly, the concept of virtual satellite formation was elaborated, and the challenges and performance requirements of virtual satellite formation based on LEO constellations were analyzed. Then, by characterizing the survival time and distance variation rate of inter satellite links (ISL), formation node selection mode was constructed, and a virtual satellite formation selection algorithm was designed to meet the requirements of time-sensitive missions. Finally, satellite network scenario was built to verify the proposed scheme by STK and Exata.Experimental results show that the proposed scheme can provide the same performance indicators as satellite formation flying for time-sensitive missions, while offering more flexibility in deployment.…”
