“…<正>青岛市是我国东部沿海候鸟南迁北徙的必经“驿站”,野生动物资源丰富.据统计有鸟类358种,两栖类7种,爬行类17种,兽类14种.1981年前,由于法律和保护机构不健全,群众对野生动物保护的意识淡薄,乱捕滥猎现象严重,使野生动物资源遭到严重破坏,在候鸟迁徙季节,青岛沿海的大小山头;捕鸟者持枪架网,大肆猎捕.据统计1980年仅崂山中韩浮山标本加工厂就收购大小猫头鹰7000余只,其它野鸟3万余只.由于野生动物资源遭到破坏,使生态环境不断恶化,沿海山林病虫害持续发生,给国家和群众造成重大经济损失.1980～1985年该市每年需投入百余万元人民币用于病虫害防治,且连治不愈,挫伤了群众的积极性.教训使人们意识到,野生动物资源的保护管理关系到保护自然资源维持生态平衡的生存大计.…”
