| description | The article analyzes the features of interdepartmental interaction of key structures of the state apparatus of the Russian Empire based on the regulatory framework in the context of an attempt to build a model of estate self-government in the cities of the Smolensk province of the late XVIII – first half of the XIX centuries. The study is devoted to the topical issues of the heyday of the provincial city, which is related to the construction of the state administrative apparatus, refracted in the plane of domestic politics. The latter requires special attention in the urban space as a result of the need to improve not only interaction at the departmental level, forms of internal and interdepartmental documentation, and the implementation of targets, but also to determine the degree of formation of the principle of «consistency» among management institutions as a whole, acting as a key goal of the work. The author reconstructs the experience of the formation of city administrative self-government bodies and identifies new promising areas of Russian historical science on an unpublished documentary basis that require new revisionist attention from the scientific community. Along with scientific interest, the work has important practical significance, which allows us to focus on the problem of building the studied model of self-government, as well as to attempt to accumulate historical experience for the domestic reformers of the 21st century. The methods mainly used are theoretical. The obtained research results reflect the main aspects of the construction of administrative bodies of estate self-government with the help of shifting the general scientific approach to a special historical level, capable of revealing the revealed high scientific potential of the documentary base, as well as the contradictory image of the totality of the available theoretical and practical tools of urban dumas used to assess the effectiveness of the local apparatus in regulating urban processes in the Smolensk region provinces. |
