Summary: | This paper seeks to clarify the debate about the use of environmental ICTs by local authorities, in order to underline the limits of public environmental policies that rely predominantly on technologies to achieve their goals. First, we provide a classification of environmental ICTs, and then we explain the limits of local environmental policies solely based on these technologies. Finally, we suggest two ways to overcome these limits. Firstly by carrying out an ambitious local policy around environmental and sustainable development education and, secondly with relation to the measurement of local material and energy flows. |
