description This article looks at the ways in which collective action in the poor quarters of Lima (referred to as « pueblos jóvenes ») has evolved from the end of the 1970’s to the present day. Special attention has been paid to the links between the various forms of action and the social and political context in which they were undertaken, as well as to how the various actors involved in these projects have interacted. Whereas the 1970’s and 1980’s are often recognized as peak periods for urban social movements in Peru, the 1990’s saw collective action in the peripheral urban quarters waning or even breaking down completely. Nevertheless, new repertoires of collective action start to emerge at the end of the 20th century with, for example, schemes based on participatory democracy or certain kinds of projects originally launched by groups of women to provide food aid, but which have gradually widened their political scope.
