Summary:Between 2003 and 2022, European Union (EU) Iran policy was the result of constant course corrections made by EU institutions and member states to contain Iran’s nuclear program. The article makes an attempt to bring some clarity to the differences between Europe and the United States in approaches to the implementation of the 2015 nuclear agreement. This topic is relevant because recent research has focused on the progress of the Joint Comprehensive Plan of Action (JCPOA) rather than on the political process of international resolution of the decades-long Iranian nuclear crisis. The article begins by examining the historical background behind European policy toward the Islamic Republic of Iran, then examines how the U.S. withdrawal from the nuclear agreement undermined European efforts to normalize relations with Tehran, and third, assesses the differences in approaches between the Biden administration and EU to revive the JCPOA. The analysis showed that various initiatives taken by the EU to protect the Iran nuclear agreement did not lead to the expected results due to constant pressure from Washington. However, the conclusion is that transatlantic convergence on the Iranian issue remains much stronger than it appears, even despite disagreements over the Iranian nuclear program. The EU and the US are united in their negative attitude towards the Iranian missile program, regional politics and the human rights situation in Iran.
