Summary:Data intellectual property rights have been widely used in machine learning, AI, scientific data, etc., aiming to solve the ownership issues of data circulation and utilization among different subjects to ensure the rights of data subjects. However, its application in data elements circulation and transaction is still in the initial stage, with problems such as inconsistent data standards, dispersed platform, and insufficient understanding, which need to be studied and solved. Based on data intellectual property rights, this paper studies and designs a data elements circulation and transaction platform with data authentication and registration technologies such as federated learning and secure gateways, at the same time providing full-chain services such as data asset inventory, scenario-based data governance, quality assessment, intellectual property registration, and compliance assessment to innovatively building a comprehensive data elements authentication and registration as well as circulation and transaction business model. The paper also analyzes and elaborates an application example under this model, proving the value and significance of the model and providing important support for data element value exploration, market cultivation and development.
