The purpose of the strategies is to meet the needs of the elderly and to take part in the home-care policies developed by local authorities. The certification is used to structure new procedures and activities, as well as to value, promote and justify new business strategies to local authorities and partners. The use of this type of strategy is seen as a business advantage and the certification as a useful business tool in a changing social housing sector with more and more competition between actors. The survey of certified organizations that we present in this article thus shows that the adaptation of housing to ageing demographics refers to fundamental transformations of French social housing. |
