Summary:In order to improve the areas of application of mechanisms for the formation and implementation of the state foreign trade policy in the conditions of martial law, the article reveals the essence of each of them and defines separate object-subject groups (export and import of raw materials, export and import of goods with high added value, export and import of services, foreign trade agreements and creation of free trade zones). For each of the groups, a set of methods is presented, which are proposed to be applied within the framework of implementing the mechanisms of state management of foreign trade activities. It is appropriate and justified to use in terms of: 1) the economic mechanism: export grants and subsidies, crediting on favorable conditions for exporters, tax holidays, creation of business incubators, export insurance, establishment of phytosanitary standards, licensing procedures for certain types of exports, reduction of customs tariffs for import, etc.; 2) legal mechanism: amendments to the legislation governing phytosanitary regulations, licensing and insurance procedures, creation and development of business incubators, compliance with intellectual property rights, elimination of administrative barriers to the export of services, conclusion of trade agreements with countries of various regions, which are developing and have competitive and comparative advantages compared to Ukraine; 3) organizational mechanism: structuring of relations between state authorities and local self-government in the sphere of distribution of responsibilities and powers; strengthening the participation and role of all levels of state foreign trade policy subjects; 4) information mechanism: implementation of information support for national export-oriented enterprises and importers.
