New quality productive forces can enable the high-quality development of marine economy through the promotion mechanism, guidance mechanism, optimization mechanism and guarantee mechanism. However, in the process of empowerment, it is faced with practical difficulties and challenges, such as marine management level constraints, imperfect industrial structure, imbalance between supply and demand of talent research, and prominent ecological problems. Therefore, it is necessary to enhance the innovation of marine management systems and mechanisms, promote the innovative allocation of production factors according to local conditions, strengthen the training and output of marine talent scientific research, practice the concept of marine green development, break through the dilemma of new quality productive forces to enable high-quality development of marine economy, and effectively achieve the enabling effect. |
