description Telemedicine is the use of telecommunication and information technology to provide a clinical healthcare from a distance. This paper develops a framework in order to discuss about the effects on régulation of this emerging sort of healthcare. The first part characterizes the healthcare system. To this purpose, we build a framework that takes into account the interactions between the different sub-systems of the healthcare system. The second part focuses on how telemedicine takes place in these systems. Since regulations are located, the analysis is restricted to the French healthcare system and to one sort of telemedicine, telemonitoring. The third part highlights the related regulation. It shows that the compromise of the healthcare system is based on a productive complementarity between two sub-systems of the healthcare system (the cure and the care). The performance of the healthcare system is thus based on a transfer of the production from one sub-system to the other. Such a transfer is possible through a reconfiguration of the role of the economic order, of the political order and of the domestic order into the system.
