Summary:The urban plan landscape policies contain some inconsistency and can’t be effective according to their action’s scales. Between regulation and landscape project step function’s, the article suggest an interpretation of the landscape orientation structuring, in according to the proximity’s relations recognizables during the urban plan design (Scot and PLU). The landscape political description is not a project geographic scale question, but of the actors organization for respond to the planning issues.
