The author analyzes the role of local authorities, NGOs and state institutions in resolving local and regional conflicts. Particular attention is paid to mediation as an effective tool for out-of-court conflict resolution, as well as to dialogue platforms as a tool for ensuring a constructive dialogue between government agencies and the public.
