description In India, economic liberalization and decentralization create the conditions for the rise of cities. As in other parts of the world, the metropolization process is accelerating. It raises the question of the formation of cities as a collective actor. The empirical analysis is based on the case of Mumbai. Pushed by international competition, the policy makers have launched a major reform program: Vision Mumbai. First, the article examines the issues and content of metropolitan governance. On the other hand, it seeks to assess the ability of such a vision to open new avenues for reflection on the future of metropolitan governance and mobilize all stakeholders in the city.
