Summary:Urban diplomacy is a targeted effort in the flows space which follows the various economic, social, cultural and political goals and a guidance in direction of national development achievement. According to this, the article has analyzed the urban diplomacy in the flows space with emphasis on the Tehran City as national evolution center. The main question of this paper is whether urban diplomacy can be a tool for national development. Study method of the article is descriptive- analytic. According to paper purpose which is finding the diplomacy and flows relation, it stands in discovery research categories. In paradigm aspect, this research has been done in qualitative research paradigm and gathering and data analysis. Numerous Investigations show that cities have important roles in national development and economic growth. This mater has been done under correct usage of existing capacities and creating capacities in some cases. Today attraction of external funds and active presence of external powers for city economic flourishing is as important tool to achieve dynamic and sustainable urban economic. Tehran and also other metropolises of our country can play determinant role in these flows because of infrastructure and major economic and political facilities centralization.
