The authors argue that the main factor of vulnerability of the caribbean societies is not systematically linked to the intensity of the hazard or the level of poverty that the recurrence of disasters in Haiti has helped to strongly anchor as one of the main sources of vulnerability. The analysis of the impacts of Irma and Maria on Cuba and Saint-Martin show that questions must be asked about the fundamental structures of island societies. |
