The purpose of the study is to substantiate the need for state participation in the process of northern delivery and to propose a number of changes to the legislation of the Russian Federation, based on the analysis of the legal regulation of measures of state financial support for the implementation of the northern delivery. On the example of the Republic of Sakha (Yakutia), the study presents a general characteristic of the measures of state financial support for the activities of the northern delivery and their regulatory and legal regulation, an analysis of the actual financial assistance provided to a number of organizations participating in the delivery.
In the final part of the article, the author comes to the conclusion about the exclusive role of the state in financing the processes of northern delivery to the territory of the Arctic zone of the Russian Federation, proposes to make a number of changes to the budget legislation of Russia. |
