| description | The Québec National Water Policy (PNE) was first introduced in 2002 by the Landry government (Parti québécois). Promising experiments conducted a few years before had led the ministry of the Environment to encourage the development of policy planning instruments within watersheds, and to foster local water governance. However, it now seems that the means allocated by the provincial government to achieve theses goals are inadequate considering the scope of the PNE. In particular, local water basin agencies remain ineffective because of a lack of funding. The implementation of taxes aimed at polluters, consumers and operators seems unavoidable so as to finance the Quebec National Water Fund, set up originally to finance the PNE. |
