This is the equation posed by the situation in the new state of Andhra Pradesh, a redrawn state after a territorial partition in 2014 that saw the birth of Telangana and the loss of its capital, an economic jewel, Hyderabad. The first Chief Minister of residual Andhra Pradesh, N. C. Naidu, has undertaken the construction of Amaravati, a city built from scratch, just after his election in 2014 to fill the need for a capital. But the political alternation that occurred in 2019 destabilises the project and compromises its full realization as planned. This case study sheds light on the links forged between land use planning and political agenda and the consequences of their failures.
