Summary:In spite of a regulatory context that is strengthening, French public services cannot always be considered as models of the best environmental practices. In order to prevent pollution from its road works, the Loire’s departmental service for equipment decided to apply an environmental management system (EMS) to its activity, as a prime contractor for road works on the RN7 – RN 82 to turn it into a four-lane road. To implement this EMS, a research – action program is carried out in collaboration with an engineering graduate school (Ecole des Mines de Saint-Etienne). This paper analyses the features, interests and limits of an environmental management system when applied to such a context.
