Summary:From 1995 to 2014, under the impetus of an elected delegate for digital use, the city of Brest developed a series of initiatives and services for the population, based on a cooperative approach to digital uses. Using the criteria laid out by Nobel Prize winner for economics Elinor Ostrom, four of these initiatives, which have been documented throughout their development, show how well a common resource can emerge from a community-initiated community service project: a shared resource, a community of users and producers, a flexible system of governance involving its various stakeholders. However, the dissemination of common culture and appropriation, along with the long-term hosting and organization of these shared resources, remain the real issues with regard to the sustainability of these digital initiatives.
