Summary:Abstract The new federal government has retained the transport policy goal of increasing rail traffic. In its 24 November 2021 agreement, the coalition confirmed further investments in rail infrastructure. In addition, a national integrated timetable, the “Deutschlandtakt”, has been created to achieve this goal. In order to increase rail traffic, the Deutschlandtakt must be competitively implemented. The authors discuss possible regulatory adjustments and their impact on the rail market. A suitable instrument is the redesign of long-distance passenger rail transport towards a tender or concession model. The redesign can contribute to increased competition, a more attractive rail market as well as an increase in rail traffic.
