The article suggests using the scenario method of evaluation of both possible and negative effects which may appear upon implementation of some innovative technology within the framework of the housing and public utilities sector. The scenario method presupposes the quantitative and qualitative analysis of the situation, taking into consideration various economic, ecological, and social factors. |
