description The paper examines some key economic dimensions and the international relations implications of the problem posed by the fact that China and the United States are the two largest economies in the world and the two largest emitters of greenhouses gases. The first part of the paper is dedicated to structural dimensions (prisoners’ dilemma…) and empirical issues related to the decision making framework generated by American and Chinese levels of GHG emissions and by the fact that the United States and China are at two different levels of development. In light of the findings of the first part of the article, the second examines the difficult progress, to say the least, of international negotiations, from Copenhagen to Durban, concerning the preparation of a post-Kyoto climate regime.
