| description | The article considers as an integral element of the municipality potential a social resource formed by the population of the municipality participating or involved in the processes of solving problems of local importance through the implementation of initiative projects. It is shown that improving of urban environment quality is based on the plots transformation (improvement, improvement) principles of land, buildings, the land and property complexes formation, the needs and development trends coordination founded on their forecasting and planning, and must consider priorities established by municipality at realisation of practice of initiative projects. The developed organisational and methodological scheme for the preparation and implementation of initiative projects and, within the framework of project management, the initiative project life cycle parameters are presented. An assessment of the contribution of the implemented initiative project to the potential of the municipality is proposed. |
