| description | Although territorial decentralization was already evoked straight after the independences, it was only really implemented in the 1990s, at the request of the peoples and international bodies. The creation of new regions with a measure of autonomy was realized in diverse ways : sometimes existing administrative districts were used, sometimes not. The peoples were involved in the choices made to various degrees, but the question of land demarcation was always by-passed.Within these new territorial frames, the representatives of the State now operate side by side with traditional supervising structures and the new local elected representatives. In the absence of a transfer of duties and resources from the State, the traditional leaders are still playing a dominating role in local governance. |
