description This study examines the developments in the literature on public decision-making models throughout history and evaluates the relevant literature under three main headings by considering the effects of conditions such as changes in economic thought, political institutions, and governmental policies on these models. This study considers normative models that focus on efficiency outcomes in public decisions as early demand-oriented approaches. Traditional public economy analyses have analyzed the decision-making process according to a demandoriented normative methodology, and rational standards have been sought that will maximize social welfare. The feature of public goods being tied to collective consumption has swayed researchers’ interest toward political exchange processes. Studies focusing on the behavior of policy makers have been examined in the context of models developed based on public choice theory. Then the public choice school of thought adopted a positive methodological understanding regarding public decision-making models. Having said this, the attributes of institutional environment have yet to be sufficiently dwelled upon. Models focusing on the effects of rules and institutions are examined according to institutional classifications such as the structure of the legislative and executive branches, electoral rules, forms of government, and budgetary procedures. Around the same time as the public choice school, political scientists researched how institutional factors affect fiscal outcomes by combining economic and political perspectives. How public decisions are made in different political systems and different institutional conditions started being examined in the 1990s. The political economic approach, to which continental European authors in particular have contributed, has dominated the public decision-making literature.
