Summary:Why do local governments choose culture and creativity to develop cities? How do they translate empirical models of cultural economy development into policies and projects? The convergence of cultural renewal strategies is encouraged by the spread of best practices, such as cultural flagship projects, the attraction of the “creative class”, the creation of creative clusters, etc. Such operations refer to diverse theoretical approaches that respond to different principles and logics, for example the creative class model, the conventional model or the cultural cluster model. The case study of Saint-Etienne shows that cities tend to engage and articulate models of cultural economy development, gathered together under the concept of creative city, for conventional economic development goals.
