description Climate policies are usually represented as being constituted by two complementary and balanced components: one for mitigating the causes of climate problem, the other for adapting to its effects. However, the practices observed at the local level indicate modes of construction and existence of mitigation and adaptation largely independent. This article aims to explore and discuss these tensions between, on the one hand these representations and, on the other hand, the practices observed at national and local level. It seeks in particular to better understand how adaptation is built and exists at local levels and to suggest ways for better integration of adaptation with the rest of local action. At last, the paper intends to demonstrate to what extent adaptation must be consider more "with" climate change rather than “to” climate change only, and it underlines the necessity for local public policy to be able to address adaptation “with” as well as “alongside” mitigation, while ensuring to maintain its legitimacy as a response to climate problem -climate change adaptation cannot do completely “without” mitigation.
