| Summary: | Speaking skills are important for students to master, because social interaction and work require speaking skills. In answering the problem of students' speaking skills, learning media that fulfill the aspects of competence, information technology, and local wisdom are needed. This research aims to develop e-learning for speaking skill courses with Papuan local wisdom. This type of research is Research and Development (R&D). This research was conducted at UNIMUDA Sorong. The research design used the 4D (Four-D) model. The validity test was conducted by two validators and then analyzed by Aiken's V formula. Practicality test was conducted through student responses, then analyzed with Riduwan's formula. The effectiveness test uses the t test with a preliminary test of normality and homogeneity. Based on the results of the research and discussion, the e-learning of speaking skills course with Papuan local wisdom was declared valid with an average value of 0.89 (very high validity). Based on student responses, it was declared practical with an average score of 91.87 (very practical category). E-learning for speaking skills courses with local Papuan wisdom is effective in improving students' speaking skills based on the results of the t test with a significance value of 0.000 (data Sig. (2-tailed). The value is smaller than the predetermined significance limit, which is 0.05.
