Summary:The article is an attempt to reconstruct the major milestones of the state policy for the integration of science and higher education in the Soviet and postBSoviet era. It is shownthat oneofthe effective waysbecame therealization in the USSR the project of Academic University (MIPT, NSU) as a domestic variant of “Humboldt University”. In the postBSoviet periodthe emphasis was placed on developing a research university model of AngloBAmerican type, as a form of integration ofscience andhigher education with the leading role of university. With the same purpose a single field of higher education is divided into several sectors, among which we can see the highestBechelon of elite universities (federal and national research universities), strong specialized secondBechelon universities, and all other universities, especially regional. As a result, it is concluded that the state’s efforts to accelerate the transition of basic science to universities have not yielded the expected results.
