description As the Europe-Mediterranean system has been enduring a crisis for nearly five years, one must reassess the relationship between Maghreb and Europe. This was not put forward in the Barcelona process whose first target was to go along with Middle-East peace process. Yet any management of the actual relationship between Maghreb and Europe must take into account the proximity between North and South Western Mediterranean societies as well their economical, human and cultural interlinking. Whereas the European Union’s Mediterranean politics has been deadlocked and slow to react to the “Arab spring”, national strategies have more and more a free hand to compete with each other. While Germany moves economic leverage to broaden influence, François Hollande France moves diplomatic and military leverage to take back initiative in North and North-West Africa, putting aside the most questionable aspects of previous French president’s action. As regards multilateral relationships, the failure of Europe-Mediterranean partnership fosters “5+5” dialogue, through which West-Mediterranean rimming countries try to strengthen bilateral and transnational relationships and to extend sub-regional cooperation imbued with security concerns. So doing, the “5+5” system indirectly helps restart the Union of Arab Maghreb. Furthermore, individual or organized civil actors also play a part in building the regional field.
